Water Quality

Spring Environmental provides knowledgeable assistance with an assortment of water quality compliance and engineering goals across multiple industries.

Engineering:

Spring Environmental assists facilities with water quality compliance. Services include evaluation of water quality management at industrial and commercial facilities, selecting appropriate process and control equipment, and review of spill control systems and procedures.

Project Examples:

      • Franz Family Bakery operates a bread and bun baking facility in Spokane, WA which required a treatment system and wastewater permit for the discharge of process water from the facility. Spring Environmental evaluated the facility, made recommendations for a treatment system, and developed the Engineering Report. The report included evaluation of the wastewater treatment system, a review of All Known Available and Reasonable Methods of Treatment (AKART) to minimize wastewater discharge, and an evaluation of wastewater discharge characteristics compared to allowable limitations.
      • Triumph Group designs, engineers, manufactures, repairs and overhauls a broad portfolio of composite aircraft structures, components, accessories, subassemblies and systems in Airway Heights, WA. Spring Environmental prepared and certified an Addendum to their wastewater Engineering Report.
      • Timberline SPCCTimberline Helicopters is based in Sandpoint Idaho, and provides utility aviation and charter services to a variety of clientele throughout the United States and overseas. Aircraft rebuilding and maintenance is performed at the Sandpoint Hanger. Timberline performs services such as helicopter logging, aerial lifting, powerline construction and maintenance, firefighting, ski lift construction, and other activities occurring at elevation in steep terrain. Spring Environmental evaluated the potential to negatively impact navigable waterways. Spring Environmental prepared and certified a Spill Prevention Control and Countermeasure (SPCC) Plan to address the requirements of 40 CFR 112, “Oil Pollution Prevention”, building in the flexibility for the Plan to be used in multiple states and jurisdictions.CPC SPCC
      • Central Pre-Mix Concrete, a CRH company, produces concrete, mortar, and masonry products at multiple locations in the Pacific Northwest. Spring Environmental evaluated the potential to negatively impact navigable waterways, then prepared and certified Spill Prevention Control and Countermeasure (SPCC) Plans for multiple sites in Washington and Idaho to address the requirements of 40 CFR 112, “Oil Pollution Prevention”.

Permitting:

Wastewater: Water pollution can degrade surface waters making them unsafe for drinking, fishing, swimming, and other activities. The National Pollutant Discharge Elimination System (NPDES) permit program controls water pollution by regulating sources that discharge pollutants, either directly or indirectly, into waters of the United States. Spring Environmental provides assistance with the wastewater discharge permitting process, including effluent characterization, identification of monitoring and reporting requirements and preparation of the permit application package.

Project Examples:

      • Michelsen Packaging is a manufacturer and distributor of supplies for the tree fruit industry based in Yakima, WA and has a wastewater permit with the City of Yakima which requires periodic renewals. Spring Environmental prepared the renewal application, reviewed current regulations, negotiated the final permit with the regulatory agency, and assisted the facility with ensuring that monitoring and recordkeeping requirements were fulfilled.
      • Vaagen Bros. Lumber is a lumber mill located in Colville, WA which has a National Pollutant Discharge Elimination System (NPDES) Permit expiring every 5 years. Spring Environmental prepared the renewal application, reviewed current regulations, and negotiated the final permit with the regulatory agency. Spring Environmental assists the facility on an ongoing basis with ensuring that monitoring and recordkeeping requirements are fulfilled.
      • Franz Family Bakery operates a bread and bun baking facility in Spokane, WA which required a treatment system and wastewater permit for the discharge of process water from the facility. Spring Environmental evaluated the facility, made recommendations for a treatment system, developed the Engineering Report, and prepared the permit application. In addition, Spring Environmental provided guidance and forms for the facility to maintain compliance and recordkeeping requirements with their wastewater discharge permit.

Stormwater: Activities that take place at industrial facilities are often exposed to the weather. As runoff from rain or snowmelt comes into contact with these activities, it can pick up pollutants and carry them to a nearby storm sewer system or directly to a river, lake, or coastal water. To minimize the impact of stormwater discharges from industrial facilities, the NPDES program includes requirements for industrial stormwater permitting.  Spring Environmental helps our clients with their Stormwater permitting needs, including the determination of Best Management Practices (BMPs) to effectively minimize pollutant discharges, development of Storm Water Pollution Prevention Plans (SWPPP), and preparation of permit applications.

Project Examples:

      • IAC StormwaterInland Concrete and Asphalt Company is an asphalt, paving, grading and road construction company based in Spokane, WA, and performs work throughout the Inland Northwest. Inland required a Stormwater Pollution Plan developed in accordance with the Idaho Department of Transportation (IDT) for a bridge replacement and highway improvement project. Spring Environmental prepared a Stormwater Pollution Prevention Plan in accordance with the IDT contract and specific characteristics of the site. In addition, Spring Environmental performed site stormwater inspections during construction, with staff certified as Water Pollution Control Managers (WPCM) in the state of Idaho.Pyrotek Drywell
      • Pyrotek, Inc. manufactures fireplace inserts in Spokane Valley, WA, and wanted to ensure their onsite stormwater was managed effectively. Spring Environmental performed a site evaluation, compiled information for drywell registration, and prepared a Stormwater Pollution Prevention Plan for the facility.
      • Peak Sand & Gravel is a sand and gravel company with multiple portable rock crushing plants. Spring Environmental has developed stormwater permits for all of the portable rock crushing plants for operation in multiple jurisdictions. Spring Environmental develops and maintains Site Management Plans, including Spill Control Plans, Monitoring Requirements and Stormwater Pollution Prevention Plans, to ensure site-specific coverage for each of the plants.Stimson Stormwater Swale
      • Stimson Lumber Company operates three lumber mills in Idaho, which required coverage and Stormwater Pollution Prevention Plans under EPA’s Multi-Sector General National Pollutant Discharge Elimination System (NPDES) Permit. Spring Environmental performed site evaluations, prepared notices to obtain coverage, and developed site-specific Stormwater Pollution Prevention Plans for each facility, in accordance with the conditions in the General NPDES permit
